Character Reference Terrible Behavior

To whom it may concern,

I was appalled to learn of the terrible, uncharacteristic behavior displayed by {Name}. I have known {Name} since {time} and never imagined that {Name} would {do/say} such a thing.

Nevertheless, {Name} has admitted to this incident and expressed to me and others their deep regret for these actions and the pain they have caused.

My disappointment is tempered by the fact that I know {Name} is a good person at heart. While that does not excuse the behavior, I feel confident that a lesson has truly been learned and {Name} will move forward in life in a manner more consistent with {maturity/morality/societal rules}.
